Could he actually be younger than what you were told? Sometimes breeders (the not-so-great-ones) will lie about a pups age so they can sell them sooner, and so that they appear to be smaller, since a lot of folks prefer the smaller Yorkies.
The pet store where I got Luna lied about her age and she had a hard time eating kibbles when I first got her.
