Omg I Think He Sees Ghosts In The Wind...HELP!!

I've had Riley home for one week now (he is 3 months) and he is terrified to go on walks. He will move about 5 feet then just freeze and start vibrating and crying. This goes on for the entire walk until he realizes we are on our way back home. I'm very patient with him although what should be a 15 minute walk ends up taking a half hour. When he realizes we are heading back to the house he will sprint to the front door.

On top of all that he gets so scared that he poops several times during the walk. It gets to a point where he has no poop left but he will still try to go. By the time we get back into the house he has worked himself up so much that he falls asleep for a good 2-3 hours. I just don't understand it There isn't anything around to frighten him and he doesn't mind wearing the harness or leash. I tried using treats to coax him along but he as absolutely no interest in them wben he is crying . It's like he sees ghosts in the wind or something. Does anyone know if this is normal?? How do I get him to be more confident and relaxed during a walk??
