It's really common in small breed dogs. I honestly wouldn't wait till he's a year old; it is easier on the dog to have it done at the same time as his neuter so that he won't need to have anesthesia twice. Beyond that, the baby teeth can cause the adult teeth to come in awkward positions, which doesn't always correct itself once the baby teeth fall out if they take too long to do so.
