I've notice a couple key things here. You've only had him a few days, so it is going to take some time, he has to adjust to his new surroundings and ways of doing things. Just keep on doing what you are doing, take him out frequently, he will adjust.
When you praise him, wait until he has finished and as soon as you see he has finished, then praise him and reward him if you are using treats as a training tool.
It will get easier
