Have you spoken to the owner to encourage him/her to muzzle their dogs and keep them on leash when they're outside? In the least, they should be muzzled even with the shock collar on to prevent incidents such as what happened to your husband and pet from happening again. It could have ended worse. It might end worse for someone else.
I'm glad both your husband and furkid are safe. However, I would speak with the owners otherwise, I would report them if they refuse to listen to the very much needed advice. That may be just me, but everyone only had luck and quick reaction to thank this time around.
