That is my BIGGEST pet peeve! Over at my dad's house, that's how the
neighbors are! Most have fences, yet their dogs still run free. Granted, they
are all very nice dogs but there's a few very annoying ones who are hyper
so it gets very annoying having Jackson out on the leash when he's scared
of a HUGE loose hyper Lab that HAS a fence but is not contained in it!
