My Suzi only does this when she really is excited and get get to something she wants. For example. We live upstairs , and there is a balcony. Our friends go by with their dog a lot. Suzi sees the dog, than becomes very excited, and whines, she won't run down the stairs, so that is all she knows how to do is to whine.
She is telling us something, and i know what she wants. Maybe your dog is trying to tell you something too?
