Belly bands are great for dogs that mark, but they really shouldn't be used to house break, they don't teach anything except that it's ok to be wet all the time. Marking is almost impossible to stop, it's too wired into a dogs brain, however learning where to pee, is not that hard to teach, you have to be consistent, and not allow the run of the house. It's also important to clean up any mistakes with an enzyme cleaner because the protein in urine leaves a smell that makes the dog want to return to the same spot, you must use a cleaner that contains enzymes that get rid of this protein. This site has some really good advice on house breaking. They have several different plans, on how to do it depending on how you would like to train.
