He may not want to use the puppy pad because you have it in his sleeping area? I'm not sure. I know my puppy doesn't like me to watch her. I put her puppy pad in the small bathroom and close the door as soon as she wakes up. I go back 5 minutes later and she has done her business. I praise her and give her a treat.

Another thing is to "prime" the pee pad with a little bit of his pee, so he knows that's where to go. I rub a small amount of urine in the middle of the new, clean pad just before I throw away the old, dirty one.
