No it's not against the rules under a new user name if you permission from Admin. and have a legitimate reason that Admin thinks you deserve another chance. No I don't breed pit bulls anymore. We were breeding them and when we thought about how poorly a lot of people were treating them we couldn't bare to bring anymore into the world to be abused.
