I'm sorry. I didn't mean to confuse you with the "white dog" comment. I just meant white dogs such as poodles, maltese, etc. that are prone to develope tear stains from their eyes. They are the breeds my vet normally prescribes the tetracycline powder for. Like I said, I used both the tetracycline AND use distilled drinking water both on my Yorkie, so I'm not sure which of the two took care of his tearing. I just know his eyes rarely ever get wet anymore.
I would try the Eye Envy first and see if that doesn't do the trick. If not, try the distilled water and if that doesn't work, ask your vet for a bit of tetracycline powder. I wouldn't cut the hair around Lily's eyes. I think you can clear up the tearing issues using one of the above methods.
I've used the pet water bottles you mentioned for my flying squirrels and they work okay. I've never used them for a dog. They are easily found at Target, PetSmart, or most animal/feed store carry them, usually with the rodent supplies.
