I would use the crate. He might not like it at first, but it should just be for a few weeks. People put their dogs in them for varying lengths of time, but basically, if your dog is awake and you can't watch him
like a hawk, he needs to be in the crate. Otherwise, as you are discovering, you will turn your back literally for a second and he will potty indoors. He will never learn that way.
One thing that I found helped a lot was to get Thor a lot of exercise during this period so that when we were indoors, all he wanted to do was sleep on the couch.
Also, depending on how big your place is, you should introduce your dog to it gradually. Let him have a room, and then when he hasn't tried to potty in that for a week, another room, etc, until he identifies the entire place as his territory, and therefore, a bad place to pee.
