It sounds like he died from neglect That poor little baby. You cannot beat yourself up because of the way this woman treated her puppy. I am sure if you would have known what was going on with him you would have done whatever was needed within your power to get him help. The woman that had him does not deserve to ever own another pet again. In the rescue world there are Do Not Adopt lists, hopefully the word will get around about this woman as well.
