Because in order to fix Max's legs it will cost $2500 and I need a down payment of $1500. Until I get that together, Max will have to wait on his surgery.

Oh boy...not sure about it, but it doesn't sound like this type of surgery should wait very long....I know funds aren't there, but there's gotta be a way
Have you talked to the Vet about a payment plan???
