I bought a coat for Logan that is a blanket style coat off of ebay. It is navy blue and has a hood. I had holes put in it for a harness & collar. Well this weekend I found one he likes better so I'm looking to sell this one if you're interested. Logan is 8 lbs 13" long and this coat went clear to his tail. It's waterproof and has warm flannel lining. The belly band is adjustable and fits logan at the smallest so it will probably definitely fit your little one.
