I've tried the Caesar "Shhh" behavior, to no avail. When she had her "buzzer" collar it helped quite a bit -- I'd "beep" her dogtra collar before giving an instruction. But we've stopped using that collar because I don't want to irritate her trachea.
Today she tried to be alpha dog, pulling almost the whole way while we were walking, then barking when ever she saw a big dog. I tried interrupting it before she saw the dog, saying "Leave it," and "Easy, gentle," but today there was no stopping her. Alternatively, I get in her face and try to block her view and tell her to be quiet. Nothing is working now.
So.... any other ideas?

Seeing another dog is hugh temptation. Redirecting them, and getting them to forget about the other dog, sometimes works. You keep turning them and turning them away from the other dog, saying no. This take time, it doesn't work overnight, but it does get better in time. Basically, your doing everything right, just keep it up, and don't give up.
