Puppies have a true black coat, some dogs retain this color as they get older, and it's always a true black. Blue is an odd color to describe, but it is the color breeders strive for, it's sometimes described as a gunmetal grey, it's not a true black, but a metallic looking black. There's no blue in it, but the way the light reflects off it, it different than a black black.
In other words, if the puppy starts getting this metalic looking color that is lighter than black black, it will get the silky coat.
