What is a belly band??

and I was watching a video here at YT in which the furbaby jumped up in the guy's lap and was all over his face (when the guy had gotten home). My baby does this as well...licks and nibbles my face and nose when I get home (if I get close enough LOL). I haven't ever had a dog do this before--is this something that is particular to yorkies??
