Question Inguinal hernia

Ive searched for this but want some more information. Im looking for a puppy and i have found a puppy at a rescue that was rescued from a puppymill. I haven't been approved for the puppy yet, but i would like some information before i made a decision. I emailed the rescue and they told me that she has an inguinal hernia on one side. They said it wasnt a big deal, which from what i read on here is im most cases true. So my questions are: How much does the surgery usually cost assuming i can wait until she's spayed to get it fixed? What about if i have to get it fixed before her surgery? Until they get it fixed are they limited to what they can do (like no rough playing). Does it hurt them? Thanks!
