They count every call that goes in and every texted vote. You can call til your fingers break off and they'll still count all of those votes until the 2 hrs is up. In the past, there were people cheating with computers with software set up to (re)dial in their votes repeatedly.

Thanks for the information. I always wanted to vote more for my favorite contestant, but I did not know if it was allowed.
