Unfortunately coyotes and deer and the like are considered wildlife. Police are not allowed to touch them by law. If they are attacking people, then they can step in. I don't think just yelling will work. I believe it would take more noise like the previously mentioned pots and pans being banged together and before the coyote got that close to the dog.

I feel bad for these owners but they knew the coyotes were in the area. Personally I would have made sure my dog was on a leash and super close to me whenever it was outside. I feel even worse for the dog. Poor thing must have endured unbelievable pain!
