Most reputable breeders here in the Untied States sell their puppies with a spay/neuter contract so it really isn't a decision the owner can make.
If you didn't get a spay/neuter clause in your contract, your puppy probably came from a puppy mill or backyard breeder which is even more reason to spay and neuter.
If you spay a female before her first heat you eliminate her chance of ever getting mammary cancer. If you spay before her second heat the risk rises to 8%. If you wait until after her second heat, her risk jumps to 25%, the same as an unspayed dog.
