My Yorkie boy was a rescue from some seriously unfit homes, at age 1 and a half he came to us and we have had him now for 6 months. He has almost all of his baby teeth still and also his adult teeth. He was scheduled for dental work but it is postponed now due to high results on his bile acid test. But based on the condition of his teeth at age 2, I would say not to wait - his teeth are in very bad shape and the baby teeth definitely need to be removed in order for the adult teeth to be brushed and his mouth cared for correctly. All those teeth make it so easy for food to get caught and cause dental problems. So based on my own, admittedly limited experience only, I would say get them out sooner rather than later.
