I suggest dry. Cesar is not a good food at all. Jackson will get it occasionally mixed in a little bit with his dry food (switched between Wellness and Before Grain dry dog food.) Also, I don't think that Ceasar's wet food is an actual balanced diet, if I remember correctly it's not supposed to be sole source of nutrition.
