Default Chronic Knee Problems

We have a 16 month old Yorkie name Bella. Now Bella has bad knees in her back legs and the knees keep popping in and out. Now the Vet said the only solution is for her to have an operation to correct this to the tune of over $1000 plus. My question is has anyone had this problem and did you all do anything about it. Hers pops in and out. Someone told us that there Vet said if she isn't walking around holding up one of her hind legs most of the time it was a waste of money to have the operation. Said it is a chronic condition that a lot of Yorkies have. Anyone that has anything to say would be nice.
