Ha! Yeah, it would be tough to move a pee pad up one step at a time.

I think your idea of putting a used pad + gate is a good one. To stop them from going in the old place, can you move it some? Maybe get them used to the idea that the spot is moving, and then voila, a second pad appears upstairs!

It might help to cut the pad in half also, so they see that it's "disappearing". I'm not sure it that would hurt the absorbancy, though.
