sometimes you just need to be more stubborn then they are. I did the same thing with morgan when she was a baby. she didn't want to pee in the rain and i didn't want her using wee wee pads in the house. So we went outside on a leash and stood there in teh pouring rain for 20-30 minutes until she finally went pee. We never had that problem again now she runs outside in any weather pees/poops quick and then runs back in.
