There are a couple ways to teach this. It sounds like Scruffs doesn't mind having his paws touched, which is big. Try just holding the treat out in your closed hand. Let him nose at it; eventually he should try pawing at it, at which point you give him the treat. If he is really determined to lick it, try bopping him on the nose very gently to encourage him to try something else.
