Default Skin problems

Please help me, I have a Yorkie 18 months old, he has very dry skin and he is scratching a lot.
i have taken him to 2 different vets, with no good results.
first he was misdiagnosed with food allergies by the first one, the second one told me he was too young for food allergies at that time he was 8 months old
Then I took him back and he was diagnose with allergies to flees, he hardly gets them, since he is most of the time inside, and we spray the yard every day with Down dish soap, since I stop applying the flee medication to him, because he got like pimples en the skin 2 times right after applying to him
Unfortunelly I live in McAllen Texas, and we don't have a lot of vet options, and the two vets I have taking him, are in two different address but they work together.
I just don't feel they really care, and I have allergies my self and I know how miserable I fell, I really like to help him, wish to know how.
We have change his food many many times, he is a picky eater.
My sister owns his father and mother, and they are very healthy dogs, why mine is like this?
I use only the shampoo the vet recommend for him
Please help me!
