My cousin has 2 Yorkies and her cat will go and cover up the pads when the boys use them. I think you have a very smart cat! Some cats don't even know to use the litter box ALL the time. I don't think it's hurting anything. I think if anything your dog will continue using it because the cat is reinforcing in his mind that that is where you go!
