. I know you don't know the person, but I'd try to check it out first if he gives you the address. Maybe go and tell the woman you heard she has a LOT of Yorkies and you may be interested in one (it wouldn't be a lie because you are interested in ALL of them). Anyway, you'll be there and should get a feel for how many you hear barking. Then when/if you call ASPCA you will be going on more than what they may consider "hear say". If this truly is the case, how on earth would she even know puppies were born? Not to mention all the other terrible crimes toward the dogs!
