That's SO SAD and the Health Dept AND THE ASPCA would come in and rescue those poor dogs - I would report it....you can do it without anyone knowing and pictures help TONS....
Call your local ASPCA and they'll tell you what to do but it sounds like someone needs to step in quickly ....they may have shelter but they are living in very unsanitary conditions....at the very least - the woman would be FORCED to clean up before the dogs get seized......
