I know most area's don't have laws about loose dogs in the country, but if you are not going to get any assistance from you neighbors about keeping this dog contained I would call and report the dog bite to your county sheriff and animal control officer. I would want a record of this dog attacking yours while it was loose on your property. They probably can't actually do anything, but I would insist that there is a record of it. Also put your vets info in the report so that they will know that it's not just a case of someone over reacting to a 'nip'. Are there small children in your home? If so, please watch them carefully as this dog does not seem to know proper boundaries. Good luck and maybe the old saying, "Walk softly but carry a big stick." is a good one to keep in mind.
