Default How to report a breeder a.k.a. byb

Does anyone know the procedure (if there is one) for turning in a “breeder”? Can you do this with AKC or should it be through a humane society? Got a call at work today form a co worker that started ‘you have yorkies, right?’. Turns out Carol (co worker) purchased two Yorkie females, ages 3 and 4 from a lady that said she was helping a friend to downsize her kennel. Carol went to see the two and felt so bad for them that she purchased both. One was pregnant and the other had a cyst on her head and her eye was matted shut. Both were terrified of people/other dogs/everything. Turns out the lady pretending to help is the breeder and has some type of pet store/business where she also sells poodles. The matted eye (which the breeder said to just use terrermicine as it was ‘probably’ scratched) has some type of condition and will lose the eye. The cyst isn’t malignant but will need to be removed and there are no puppies as both females are 9 years old.

Any help would be greatly appreciated. Thankfully my co worker is going to keep these two girls and give them a good home.
