Default Help peeing in chair

Good Morning! I am writing for my mom. After seeing my two girls my mom wanted a yorkie. I was trying to help her find one and she didn't want to wait. She got Gracie back in Jan. The lady that had Gracie had all kinds of dogs(puppymill). I tried to talk her out of it and getting one were Emmie came from. She seen Gracie and it was all over.

Gracie was only 8 weeks old when mom got her. It is only mom and Gracie at home. Mom doesn't work so they are together all the time. I tried to tell her that they are like kids.

Gracie has started peeing on mom's chair. Mom had let Gracie in the bed a few times and now she is peeing on the bed. Mom won't let her in the bedroom any more. Gracie uses pee pads and she can jump like crazy. So I know she can get to her pads. Mom just had her spayed last week and she peed on the chair yesterday.

Now Gracie will back her butt up to mom's face, if she is on the couch.
So my question is---Is all of this a dominance thing? Does anyone have any ideals on what to do?
