Any money you receive sits in your Paypal account. You can transfer it to your bank account with the "Withdraw" option or let it sit there and use it towards your next purchase.
If you have $20 in your Paypal account and make a $30 purchase, Paypal will take the $20 balance form your account, then take the other $10 from your bank account.
