You definitely need to establish yourself as the leader of their pack. As it definitely sounds like the one is trying to dominant everyone. Watch the Dog Whisperer for some info and advice on that.
Definitely agree with the neutering ASAP! It gets all that testosterone out of them and usually chills them out!
