I feel that the hair has to be up as their eyes have to be kept clean. My yorkies tear and the hair below the eye clots up and hardens. It's a breeding ground for germs. Keeping the hair out of the way and the eyes visable reminds me to wash and comb that area. They do get eye infections at times. Can't be too careful.
