Once Target and Walmart started selling food, they stopped it in all their stores, even the ones that don't sell food.

Home Depot and Lowe's allow them to be walked, Bed Bath and Beyond, if they are in a carrier. Craft stores like Michaels and Jo-Anne's, I've walked and used a carrier in the basket/cart. Dollar store allows it, and so does Big Lots. Furniture stores I've gone to all allow it. If there is no open food served, or food courts, stores are much more likely to allow it.
