Yes, they can swim, but I think the problem is that since they are so small they have trouble getting out of the pool. Then, they tire out and drowned. My Coco just fell in for the first time last weekend. I FREAKED out. I didn't see it happen. She was at out sliding door all wet!!! I know what could have happened, that's why I freaked. Thankfully she got out but it looks like she fell in by the steps. We have a safety gate around the pool, but it was down for a party we had. The vest sounds like a good idea. I never allow Coco out there if I'm not watching. My family says i'm crazy too. They say I need to treat her like a dog!!! But my brother has a shepard. Much bigger, obviously.
