I decided to e-mail them and ask about it, and it turns out it's an AKC requirement for Canine Good Citizen testing. A very nice person from TDU e-mailed me back immediately and said they're following up with AKC to see if there are exceptions.

If not, I'm going to follow up with AKC myself. Seems like a ridiculous rule to require a Yorkie with potential neck problems to wear a leash attached to a collar.
