Are you looking for specific designer brands? For general stuff, have you tried PetSmart, Petcetera, PJ Pets, Bosley's, Tisol, various boutique stores all over town and places like big dog little dog bakery (3 locations)?
So far that I know of and have tried, all of these places don't mind you fitting your dog there before buying or even fitting them at home then taking it back for a refund/exchange if it doesn't fit. I believe the boutique stores especially appreciate you trying them on first since some don't take returns or don't do refunds.
