Im thinking that the confinement is what is doing it the trick. Try keeping him a small area that he can play in with a puppy pad. When i first brought them home I kept them in a nice sized area with the pad until i was sure that they were only going on the pad. Then tested the living room with pads and they found them and did well. Although I have to admit that Arizona just this week is starting to relapse a little so i might have to start again with her if it continues.
