Thor has way too much freedom if he has the run of your apartment and is having accidents. Try keeping him in an exercise pen with his "house" and pads while you are away and when you are not able to watch him with 100% of your attention.

Take him to his pads after eating, playing and sleeping. Stay with him so you can praise him when he potties where he is supposed to. Give him a treat and a happy dance. Dogs respond much better to positive reinforcement than they do to scolding.

Make sure you get him neutered as soon as your vet says he's old enough, usually no later than six months. You don't want him to start marking. That's a housebreaking habit that is nearly impossible to correct once they start.
