My Shih Tzu did that before one summer when we first got her, we were slowed to an ALMOST complete stop at a very congested street. She wanted to get at the sidewalk patio diners for her share of lunch.
Of course, I flew right out the door after her and learned my lesson there ever after. Since then she's tried it another time but I had her on a short leash in my hand.
I'm never the one driving so I don't have the car to worry about.
