If you declare the value and don't mark it as a gift then your buyer will have to pay more money before she can have the items. This could mean she is paying in excess of $80 with added taxes. It would be better for the buyer if you mark the item as a gift with a value of less than $20. She knows how much how much the items are worth and I'm sure she would rather not pay extra on taxes.
That make more sense?
