Mild build-up can easily turn into something more and even though it is mild, the tartar and excess bacteria is very unhealthy.

Unless she needs extractions and xrays, that estimate is crazy.
I would hope it includes blood work but that is still too much.

I agree. My jaw dropped when I read the estimate. Crazy!

Try Petzlife (I use spray - some prefer gel) and tooth brushing with a finger brush. I would try that for a few months at least before resulting to a cleaning. Good luck.
