Have these been ruled out:
Granulomatous Meningoencephalitis (not common in pups)
Distemper
Microvascular Dysplasia
Hydrocephalus
What tests have they done so far?
You could look into Care Credit but without a job, I don't think that's going to work. Maybe somebody has a list of organizations that can help.
