We cut up a terry washcloths into 2 strips and ran them under water then twisted them and put rubber bands on them before placing them in the freezer. When they were frozen we took the rubber bands off and gave them to the puppies to chew on. We kept rotating them so we always had a cold one ready. Also they are washable and reusable.
Our female was a biter too, she was so bad that she actually broke skin on both of us several times. We tried everything to stop the behavior, but she got more aggressive. In hind sight we should have had her in a puppy class but at least she has learned that she can't bite, but she still does snap. Sorry I can't be more helpful.
