I have one of Cindy's harnesses for morgan too and its great. it is no where near her neck and i've never had a problem with her pulling out of it or causing choking problems.

I don't think the harness is what's causing Lilly to have her 'attacks'. my friend has a Chi that does this when she is excited too, no matter what she is wearing or not wearing. i think lilly is just sooo excited to be out that she can't contain herself. lol the more you take her out the more she should get used to it and the 'attacks' should lessen.
